Kashif Mahmood

Kashif Mahmood is a highly experienced regulatory and defence solicitor, with a career in healthcare regulation and professional discipline spanning more than 25 years. Since qualifying as a solicitor in 1999, he has built a practice centred on advising and representing healthcare professionals in fitness to practise proceedings, disciplinary investigations and related coronial and civil matters. His experience includes work across health and safety, personal injury, inquests and complex professional discipline, providing him with a broad understanding of the legal, clinical and reputational issues that arise for practitioners under scrutiny.

Kashif has substantial insight into both sides of the regulatory process. He worked for several years as a prosecuting lawyer in the fitness to practise directorate at the General Medical Council, where he was responsible for preparing and presenting cases concerning doctors’ conduct, competence and health before the Medical Practitioners Tribunal Service. He then moved into private practice at BLM (now Clyde & Co), further developing his expertise in regulatory and defence work within a leading litigation environment.

For 14 years, Kashif served at the Medical Protection Society, one of the world’s leading indemnity providers for healthcare professionals. Initially appointed as a Legal Adviser and later promoted to Lead Legal Adviser, he advised and defended doctors and other practitioners in regulatory, disciplinary and coronial proceedings, including complex and sensitive cases raising serious allegations about clinical practice and professional behaviour. Over the course of his career, he has advised several hundred healthcare professionals, guiding them through investigations, case preparation and hearings with a calm, strategic approach.

Kashif’s current practice focuses on defending healthcare professionals at all stages of fitness to practise proceedings before their regulatory bodies, particularly the GMC and GDC. He assists clients from first contact with the regulator through to written responses, case strategy, evidence management, interim and substantive hearings, and appeals. He is skilled at identifying the key factual and evidential issues in detailed case papers, working closely with experts and witnesses, and preparing clear, persuasive submissions that address the concerns of panels and Case Examiners.

His recent work includes acting for international medical graduates and practitioners working in both NHS and private settings, in cases involving allegations of substandard clinical care, inappropriate examinations, sexual misconduct, and wider professional behaviour concerns. In these matters he has achieved outcomes including findings of no impairment, closure of investigations at Case Examiner stage, and allegations found not proved at hearing, through careful gathering of evidence, targeted witness statements, and robust written and oral advocacy.

Kashif is a member of the Association of Regulatory & Disciplinary Lawyers, reflecting his ongoing commitment to best practice in professional regulation. He is also fluent in Urdu, which enables him to support clients who prefer to communicate in that language and to understand cultural nuances that can arise in international and cross-cultural practice.
